The doll used to be perfectly black but over time it got chalky cause of dust. I have tried washing the parts multiple times but to no luck.
Any idea what I could use to restore the color? Maybe some cream or conditioner?

Try to figure out the plastic number/type of plastic if possible. The start searching Google scholar for journals on plastic restoration museum for your plastic. Theres always museum dorks writing papers on how to preserve and restore things.

You can try sanding it off with something gentle like a magic eraser but it looks like it’s probably a reaction to uv and not actually dust with how uniform it is, you probably need to dye it like the other anon said
