What is this state like? Whats the culture like? Please tell me some fun things to do in Delaware, for someone without a car.

Southern Delaware (Rehoboth Beach to Fenwick Island) has beaches. Central Delaware has Dover, the state capital. North Delaware has Wilmington which is just a suburb of Philadelphia. LSD (Lower Slower Delaware) is more country and conservative vs. the north but Rehoboth Beach is full of LGBT. Other than that Delaware is just an amalgamation of Pennsylvania and Maryland without the mountains.

Wait a couple years and you'll get the Joe Biden presidential library. Until then, Nemours Estate is pretty top tier neat if you're into gilded age mansions, and Wilmington is a nice peaceful town.
Other than that, there is genuinely no reason to ever visit Delaware unless you already happen to be in the area for some other reason. Actually if you live in PA, NJ, MD area, a lot of people like to go shopping in Delaware due to no sales tax, so it has that going for it as well.

The beaches are great. Cape Henlopen State park has some beautiful undeveloped beaches. You can find great subs, great pizza and great crab cakes. The beach towns are laid back and have low crime. Dogfish head brewery is fantastic. Definitely take the ferry over to Cape May.

Decent bus system and public transit to be expected from a small state on the East Coast. Everything is relatively developed, some rough spots to consider.
Parts of Wilmington are pretty sketchy and there's like one main street. Not much to see or do there.
Dover is pretty nice. Small but pretty old town. Not much outside of it but there's at least some sightseeing to be done there for a daytrip from Philly. Couple good restaurants too and the people in Dover are pretty chill. Haven't been to the beaches. Heard they're okay.
