I don't know why people don't like that, it's one of my favorite tropes. The first few volumes were quite literally just if you turned the phrase "no homo bro" into a story. The denial of being gay while being obviously gay is a joke that kind of never gets old. It's not that Rin never wrangles Itsumi but there are times when it's Rin having a hard time being direct instead of wrangling.
Remember that Rin isn't good at being true to herself which is something that she loves about Itsumi. She was able to be more direct in the shower because she cleared the first hurdle of getting in there. But she needed Itsumi to be the one to invite her in to get her over it.
Something to take notice of is how often Rin looks away from Itsumi in that chapter which shows a lack of confidence.
