Bought some phantom revengers because it's dirt cheap and Heck hands are the type of shitdeck I enjoy to play with friends, alas I only got tummy tunes. I think they genuinely didn't know how to make the different story segments feel fluidly connected as they were going along, so the best compromise was trying to do theming. Like how Taiyou are earnest low power bumpkins from a region technically even poorer than Satellite, while Ragnarok are highly gods-blessed elites like the signers.
From all the Hikokubo interview segments it never sounded like the Konami card design side was aggro or pushy with whatever they wanted. The main problems were when they overtuned the cards they helped to design for a character the anime staff were already planning out

It’s the exact same niche as pot of extravagance to the point where it steps on its toes. Removing 12 from your extra deck is rough even for Nemleria as far as its resources, and the chance of that and a way of getting her on extra without using her effect is necessitating a 3 card combo minimum.
