This is an ambitious idea, but I'm considering making a mod that makes the neighborhoods/streets/zones "open world".
Dunno if the python api can feasibly allow that to be implemented.

To add, I would rather prefer the game made "traits" more impactful than adding two new layers of "traits, but worse", which players (and devs themselves) won't bother to assign. Like, there already are traits like "foodie" and "music lover", EA could make these sims easier fall in love with sims who can cook and play music. It's naive, but the multitude of naive mechanics is what makes Sims an actual game.
