Essentially, for pends to be good they'd require a lot of dumb shit that would bleed out to other decks, going over the edge and bending over backwards to facilitate their shit and doing all this would be a dangerous thing, doubly so when the grand, grand majority of the playerbase does not care for it.
Pend should be restricted to a small part of overarching archetypes like Lunalight instead of a deck fully dedicated to it.

It's the latter, its a fucked card. It brings with it the whole pain in the ass of allowing actions mid-search to allow payment to actually cast the thing, even when "add Mana" effects aren't just "add Mana".
Case in point, pic related. An effect that could be used mid-search to start casting Panglacial Wurm that also fucks with the deck that could make the effect you are resolving illegal, or the Wurm you are going to cast no longer in your deck

I'm still not a fan of Droll conceptually. The punishment is too severe for doing one single action. The one action completely stops you from performing anymore. The text does say "neither player" but for most duels it's a very inconsequential drawback for the player who used Droll & Lock with the exception of not being able to have draw power via Maxx or Mulcharmy. At least with cards like Nibiru the punishment does not occur unless the same action is repeated up to 5 times and even after the fact you are still free to preform the same action if you have the resources to do so.
