They all need Lv80 (char and weapon) and a good set of cards. A few skill levels for their most used skills too.

Because the answer is different for them (normal will pretty much never feel good, but if you can mostly win a fight with your other 3 units and you want to cover the gap she exits (like Key or Tomoko)).
77 is pretty low. If you invested in getting her, you should have lvl 80 + lvl 80 weapon (at least her 4 star) + a full set of level 25 cards that at least match their primary stat to what you need + get her sklls up to 8 at minimum.

like my smotoha is 92, and she's not great compared to say Haru (100) but she's still usable

My understanding is that they added DOWN scaling for latelets, not any increases.
Though even in Palace 3's last area, there are a few non-elite enemies who weren't instakillable.
I don't think they're gonna be dicks about forcing that many of the random mobs to be unkillable. After all, we'd frankly just sneak past them if we really couldn't be bothered.
