I don't think there is a "The AI deems you belong in X rank", but if it does it works either as intended or really bad. I think more that the accounts gets a tag at some point and if you stray from that tag the system tries to put you back in line. Literally you can't go past a certain border, or you are an apex player with an iron will and patience to go through games that are just obnoxious to win. Hence the cope "You can only win 60% of your games" which is valid only to a certain point.
