Both sides of the Suselle war being retarded obfuscates the fact that is Noelle being a mediocre character that only exists as a plot stool for the rest of the cast.
She's there to loredump about Dess/Friend/Kris, introduce key players like Carol, develop Susie and Berdly and deliver some metacommentary in the weird route. There's not much else to her besides being a bit quirky, playing the straight man in comedic sequences and dealing with the trauma of having to live in the shadow of a slightly more interesting character.
Suselle and Kriselle are bland and uninteresting because Noelle herself is bland and uninteresting, and this is evident when you realize that most fan content for these ships revolve almost exclusively around the other half of the equation.
Maybe this'll change when the next batch of chapters drop, but right now I can't see Noelle as much more than a boring hypeman/backstory dispenser.

Look, I dislike many aspects of ch3 including the drawn out zelda-clone segments. But to say ch3 is bad because "le plot didn't happen" shows you don't understand how stories actually work.
You people think every scene should move the plot forward and shouldn't establishing or building upon the interactions between the characters.

Yes, because it's like reading a manga chapter-by-chapter as they get released weekly/monthly. People who keep up-to-date will complain that X arc "drags on" as they have to WAIT in real time to see the story progress. While people who marathon everything once the story's completed usually won't have that complaint.
Chapter 3 is in the middle of 2 plot heavy chapters and will only take up 12% of the game when it's finished. The pacing will make more sense when you realize it's an intermission that builds up to shit getting serious.

Making my best attempt at helping relieve a headache Asgore has developed after a long day staring at a computer screen in an arduous struggle to get a erroneous delivery order fixed by repeatedly placing my hands squarely on his ears and slowly sliding up to gently rub my palms into his temples in a circular motion three times when my middle/ring fingers hit his horns before sliding back down, and though I'm not totally confident the ache is being properly alleviated by my prodding it seems to be relaxing the stress from the day away if nothing else (he let out a few long sighs as I was kneading rather than the usual groan when I'm haphazardly smooshing his face around in what we generously call "a massage", so perhaps I might've accidentally stumbled into a correct method after all?). Experimenting with a new peanut butter fudge recipe I found online in hopes of giving Asgore a little something extra in his lunch box tomorrow, but it seems that the poor dessert tray might not be long for this world after all upon seeing how his face lights up after trying but a single square (I had naturally accepted such a possibility going in and thus was okay with it if that's what he wanted, but before he started intermittently snacking through the evening I kindly requested him leave just one good square so he'd have something special to accompany the rest of his lunch at least). Lying on my side on our bed just beside Asgore on his back as we each tell one another about our days at work, all the while I'm carefully manipulating each individual strand of his hair to all flow in a uniform direction so as to make it cascade downward onto our comforter like a waterfall of liquid gold flowing freely from him like ambrosia (he was so beautiful laid out beside me that I just couldn't help myself and leaned over to kiss him a bit, and although he seemed confused as to why his planting of orange tulip seeds randomly inspired such lust within me he was more than happy to follow along)

Toby probably wanted to reuse the idea he had for Undertale of the feeling of playing games with your friends, and came up with the idea that the games are stall tactics because it doesn't seem to immediately advance the plot. So in development it could have been anywhere, maybe Toriel's classroom as schools often have a TV on a tray

I don't think that really makes sense because Tenna's whole character revolves around Dreemurr family drama and that whole feeling of playing games with your friends seems tied into Kris's life before everything went to shit so it's more impactful when it's actually in Kris's house
"The main protagonist who's actually working for the bad guy purposefully sets up a manipulated Dark World that hides all the painful things in their life with an inane TV marathon but the truth shines through the cracks if you go off the beaten path and look for it" is a strong enough concept that I think it was a part of the plot from the start
