The writing backlash of 2.x has been so fucking bad that they had to fall back on the OG Hunters just to salvage this shitshow. They clearly were not planned to be incuded at all and just left as obscure reference points for lore, seeing as they wanted an all new VH cast that players would not have the benefit of knowing and saving for.
Once again their scheming fucked themselves in the ass, should just be straightforward to release the units that you design and hyped up as the strongest but we got chinkland slop instead.

As a new F2P player how built up do I need to have agents before I even bother with Shiyu? I just tried with Grace, Piper, and Yuzuha on room 1 and I didn't even get close. Looked up a guide and I don't think I did anything too bad with my rotations.

I'm f2p, you need to have the required (limited) agents (it will be difficult with Piper and Grace) and very good disks to make up for the fact that most of your agents won't have their engines. Shiyu specifically requires a different strategy since the score bonus is front-loaded, you need to optimize how you clear the initial mobs, and usually want to build up resources and ult before the 4 minute mark.

With free units you will need good discs, m6 on all A units and probably at least m1-2 on all S units and obviously maxed level/wengine/important skills. To get all polys you only need 6 stars so that should be your aim for now. 1 star is pretty mich free(read enemy details, you get 5k points for doing specific things)

If you're watching people clear with A ranks they probably have very good builds on top of skill. If you've got some limiteds then yeah that should be all you really need. Also forgot to mention having the right disk sets along with good disks. Also level the disks
