Terry is cool on a visual level, but I don't think his fighting style is that exciting as a fighting game character.

Here's a thought: was this really how Oda and the production team (not wanting Franz to be the real antagonist despite him being mentioned to be the tournament's host)? No leaks on Franz to be a new playable character down the road?

He may preach about fighting honorably (if brutally), but he is a crime lord too (and a better one if he's called "Emperor of Darkness" and his reach my be all of Europe) and he's the one man Geese feared (owing to how Wolfgang interfered in Geese trying to murder their father Rudolf). You can also see his suicide (before it was retconned) as proof Krauser can still have an ego and his defeat at Terry's hands as proof that you really shouldn't take anything out of an individual's mouth as proof of his or her mouth, and in Wolfgang's case, he failed to really accept that he can be beaten.

In short, Wolfgang was not really a nice guy in the first place.
