I don't remember the exact EV spread, but it was the standard in Gen 4 UU when Raikou was legal and should work exactly the same way in Gen 3 OU. If Raikou subs on the switch, you break the sub, live the Hidden Power, and knock it out. If Raikou Hidden Powers on the switch, you live and knock it out. If it does anything else, you knock it out without taking any damage.

How often does Raikou even run Roar? It would have to give up Substitute, which makes it extremely weak to status, or Calm Mind, which means it can’t sweep.

Regardless, Claydol also fucks it up pretty badly, Blissey walls it forever, and it loses to either Swampert or Flygon depending on which Hidden Power it’s running. Another niche counter is Steelix, which it can’t really hurt at all unless it’s running HP Water.

These are all just off the top of my head, they're strong threats but they fell off for a reason, there is ample counterplay to them ESPECIALLY as leads when Raikou in particular is most threatening for a late game sweep once you're chipped. Also it's absurd that you're saying they're broken when they could have grass or ice, they can only have one. Is tar completely unstoppable because it can theoretically run just about everything? No, because it can't run it all at once, adv is not explosive enough for that to be an issue like it is in future gens where getting it wrong costs you the entire game, unless your team is built like ass. And even then, mence presents the same issue but 10x greater

The same way you deal with any other Raikou. Sand, spikes, and applying offensive pressure to make setting up as difficult as possible. Being a grounded electric type, Raikou can be quickly worn down by all three even with a sub. Punish your opponent for effectively playing a five mon team for most of the match.
