Those second towns serve an earlygame purpose of centers, shops, etc. when the starting town is only a couple houses. Oldale is among the lamer, but I think the lamest goes to Los Platos followed by Aquacorde. Los Platos is also the lamest town overall in a region full of lame towns with Zapapico at a close second.

They're named after food and kitchen terms. Beyond their gyms, I can't think of anything that sets them apart; they're all restaurant hub pitstops to me.

There's is no point to this place. You can remove everything, but the Pokemon Center and it will still serve the same function, especially in a gen where most generic NPCS are NPCs are non-Interactable.

They got this idea right the first time with Viridian City. The first time you go through there isn't much beyond the introductory fetch quest and catching tutorial, but there's a closed gym to leave you wondering when you'll come back and a side-path to the Indigo Plateau gate as a glance at your final goal. Every other town following this archetype failed to live up to that bar. Cherrygrove, Oldale, Sandgem (they put the professor here this time, that's at least something), and Accumula are all nearly pointless additions to your adventure.
How many of those other second towns had a song made about them? That's right, none.

Accumula is arguably the most interesting as it has the most going on and actual map design going on (even if it reminds me of Dondoran from Quest 64 which is not a great thing), has a neat little thing showing off the dynamic music, and is recontextualized in B2W2 (which is a waste as it doesn't really do anything there). Sandgem and Cherrygrove just have a "return here when you have Surf" moment which is not that impressive (Unova Route 1 already does this), but Oldale is probably like the single worst town in a classic Pokemon game, you could remove it and the only mild difference is the lack of a store you can't even buy Pokeballs from until the next town over. It's arguably even worse than lowlights from Gen 6 or 7, like Camphrier has the same nothing layout and still manages to have more going on and Aquacorde was when they were still trying to make the game look presentable.

There's also specifically a town where the ONLY point of interest is an NPC trading you an evolution item for some materials. No interiors no gym no restaurant no nothing. Just a Pokemon Center and this NPC.

It's been a long time since gen 5, but is Accumula the first place where the camera tilts down to show off a DS landscape? That'd at least be a point in its favor for memorability, but I don't see how it has "actual map design" otherwise. Elevation changes are ultimately just fancy-looking fences and pokemon towns have those in spades.
I'd almost put it near Oldale. You go to it, see the plasma intro cutscene, and never return again. Oldale is at least usable as the post-Norman path to let you surf back to Slateport/Mauville if you don't want to go the long way around for whatever reason.
