They had a framework for a good RPG-ish action exploration game, but completely and totally fucked it up with the difficulty, controls, and having the player outright DIE if they fall without activating their gyro-copter. Good concept, terrible to actually play. Too many enemies that can get in a position where you can't hit them but they can kill you. Level design wasn't all that great either. Clear example of a game that was playtested by the developers, so they naturally saw nothing wrong with any of it.
Someone could probably romhack it into being halfway decent, but that would be a lot of effort to polish a turd.
