It wasn't until subsequent X games that this happened though.
The "plot" in the first game was super-simple, all it did was establish Zero as this mentor guy that you're supposed look up to at first and then surpass by the end. The original X clearly wasn't designed to be the Anime soap opera it turned into.

I blame voice acting and cutscenes I think. I feel like there some things that just sound retarded when spoken out loud even if the acting were good. I think if it was still all pixels and text then it would be less overblown and more digestible.

Yeah, the the English dub sucks out all the emotion you're supposed to be feeling because Western dubbing was still stuck on Godzilla dubs and obscure Hong Kong chopsocky movies before something like Metal Gear Solid proved that English dubbing can be meritful instead of being hammy and over the top.

I don't think many people were laughing at the presumed seriousness of the scene. They were typically laughing at the hokey line delivery, which if anything undermined the seriousness of the scene. The unnaturally prolonged "for" is particularly bad in my book. They should've worked the dialogue so that his yell would've landed on "NO" or "IRIS" or even just a general "AHHHH" scream. "FOOOOOOOR" just sounds like your usual unnatural 80s/90s TV anime dub writing, up there with "let that child alone" or "IT'S OVER 9000"
