This stemmed from a development decision by Traveller's Tales, they originally built a mini-game into the loading screens where players could control Crash falling through hyperspace, collecting Wumpa fruit that would add to your total upon level load. They removed it because of patent reasons, Namco held a patent already.
With tight time constraints ahead of release, the team couldn't properly optimize the code, which caused the insane long loading times.
Re-releases have better loading times btw.

Honestly better than the released 4. Suffers a bit from rushed development and being somewhat derivative, but all in all it's just more Crash 3, which is cool by me. Great music. https://youtu.be/MNjraDr6kbQ

The game has terrible pacing and level design. So much empty space everywhere. That and all the new ideas like the ball or the jeep are terrible. Riding something like a polar bear is fun and cool, and those segments were fast and intense, meanwhile driving a jeep of all things feels like the devs had no creativity whatsoever in their mind, and the jeep segments feel sluggish as hell.
DESU most 6th gen platformers and action platformers feel totally soulless like that.
