Arcades were basically dead as soon as Soulcalibur and Tekken Tag 1 were out and better on home consoles
In addition, the first Chihiro game didn't launch until late 2002, and Tecmo was already out of the arcade business by then. They only had a few arcade titles after Dead or Alive 2.

Arcades became more of a japanese thing in the late 90s/early 2000s. Home ports/conversions became so good.
