Barbie: Explorer (PS1) is a clone of both Crash Bandicoot and Tomb Raider, that plays quite poorly... I still enjoy it for what it is though.

It's because not only were GBA games relatively cheap to develop, but the GBA also came out at the start of the boom of licensed shovelware of the 00s
You'll notice that even systems that previously had an ok percentage of licensed shovelware suddenly started having a higher percentage of them in 2000
