I haven't played enough of the library, and certainly not enough of the "worst game" contenders, but RotR does at least have some redeeming qualities, in that some of the music is catchy, the graphics are good, and the cutscenes are pretty impressive for the hardware. Yeah, the gameplay is shit, but there's just enough positives to give it some charm, especially now when you can readily play it for free and not have to deal with the sting of getting suckered into wasting a weekend rental on it (or worse yet a full retail purchase).

For my money, the worst N64 game is Nintama Rantarou 64 Game Gallery. It's a licensed mini-game collection based on Nintama Rantarou, a long running children's anime. You have your pick of four really bad puzzle games:
>Quick Cube
An extremely boring Sokoban-like. Characterized by the player's extremely slow movement speed. The footage speaks for itself.
>Battle Quick Cube
Same as Quick Cube but two player.
>Exciting Jigsaw
A 16x16 jigsaw puzzle. That's it.
>Fall and Plop!
Imagine Panel De Pon, but instead of actual gameplay, all you were doing is moving falling tiles so they land on matching tiles on the ground. About as exciting as Exciting Jigsaw.
Remarkably, it's lack of inspiration is almost rivaled by it's lack of production quality. Despite having the simplest control scheme conceivable, it is barely functional. Inputs get eaten constantly. 35 seconds into the video you can see me stop moving for a while. This is because the controls decided to just stop working. The music and visual are as generic as they can possibly be. There is absolutely nothing interesting about Nintama Rantarou 64 Game Gallery. It's Shovelware of the highest order - garbage pumped out by a team of people with zero passion for video games or creativity. It has zero redeeming qualities. Zero soul. It is boredom distilled.

For NES, definitely Hoshi wo Miru Hito. An RPG where the first town is invisible, weapons can make you weaker than being unarmed, you can get soft locked by choosing to use ESP without enough points because you can’t back out, it’s visually repugnant, they failed to actually program in the final boss.

For Sega CD it's gotta go to Wild Woody. There's not many games that I will say don't deserve to ever be played, but it's one of them. An anon here once put it perfectly:
