Does anyone have recommendations for games where you get to use water magic? Not ice, at least not primarily.

Ice as elemental damage is stupid, as its mostly bludgeoning or piercing. The cold is often enough not determinating the damage.

It depends. Something like ray of frost or cone of cold is clearly hurting something in the elemental sense. A lot of older games depict their ice attacks as cold gathering around something as well, rather than just striking something with ice in some fashion.
Something like shooting an icicle at someone is basically the same as an arrow though, I would agree
