I think this is because the current Steam version is not the same as the console versions, and they’re making it the same. The current Steam version is partially made from the old Windows version.

In all likelihood Steam were kicking off that they were going to release 7 on GOG so this is a legally work around.

It's not even that hard to begin with.. It's more like convenience to speed things up. The only thing that aged is how slow it is like any other old game. I have no problems with it.

It's the old version from the 90s with a few retouches, mostly in relation to audio and some visuals (no censorship though). They had to patch it due to poor reception, but then again, the original was kinda mid. The box was neat tho.

You won't be able to buy the 2013 version anymore, so piracy will be the only way for people to mod the game. Who knows if and when modders will make FFNx and 7th Heaven compatible with the new version.
