It's true that he had about 15 minutes screen time but his character shows up when (like she said) Shinji is at rock bottom and is the key point in starting the third impact, the reset of the world, and pushing Shinji to be the focal point of that reset. Pretty important character, and that's why she said he impacts (lol) the lore and world so much just from that point in the first series.
