Fansub I'm watching is Dantaliansubs. It's in Spanish and I have no idea how good he is. In what way is the localization throwing you off? I don't think he localized completely. I remember he added a note for what Suica was and used a Japanese word to describe a hotel.

yeah, the error you have is caused by the command labeling the output as HDR without converting it (just because it's 1080p doesn't mean it's HDR especially with chaika as the bluray was made before the HDR era)
i'd try changing source or use https://ffmpeg.org/ with the command:

though a lot of this is excessive for what you're trying to make
personally i just do:
>ffmpeg -i input.mkv -c:v libvpx-vp9 -c:a libopus -b:v 1500k -crf 30 -vf scale=720:-1 output.webm
then i adjust the -crf value (4-63, 4= highest quality, 63=lowest quality)
the -b:v activates a constrained mode making the overall quality more consistent while still adhering to the quality the -crf is trying to enforce, -b:v also makes it easier to hit the filesize limit more accurately
if the audio turns out shit just add -b:a 94k

I had an opposite experience, I've been hesitating to watch the first episode but when I got to it I immediately watched the rest i.e. 2 more episodes. I'm impressed it's the 3rd season and the quality hasn't dropped a bit.
