A video editor like those or Shotcut are best if OP is trying to make good webms cut to exact frames, but while they're easy to use figuring out correct resolutions/export settings to make them look decent on 4chan is a bit trial and error, from experience. Still worth learning, just like it's always worth having some minimal photoshop/gimp/whatever image editor knowledge.

But if you want a really braindead retard-proof "I just want to upload to 4chan", ffmeg/ffmpeg-in-disguise-programs like Webm for Retards/Bakas is probably what OP's looking for.
