The skate one is likely for multiple impacts in a skateboard situation at like a skate park or whatever. You're gonna hit your head when you fall down and it'll protect it. The certified one is likely for the certifications it needs to quality as a bicycle helmet which has higher protection that breaks on impact and it's one time use for higher impact situations

the skate one is literally just the plastic outer shell with the soft padding inside. meanwhile the certified one has the plastic shell, a layer of hard foam, then the layer of soft padding. it's also multi-impact certified, so it's not a one time use thing.
