Nah, these series could not be any more far apart in tone or execution. All that has really been similar are the themes of depression.
It is a good show though. It just makes more sense to watch it for it's own merits than it's connection to TADC.
A couple months back people were kind of jokingly comparing it to Haibane Renmei which the series has a crazy amount of almost certainly accidental parallels to. It might be fun to watch that one beforehand to see if the endings wind up being similar too.
