FTFY. And to answer the question, V.II Snail stole the show, I guess. Freud doesn't seem to have much more to him other than Being A Good Pilot That's Also Unaugmented. Even his AC looks like an afterthought next to Snail's distinct custom frame. And it certainly is no Supplice despite reusing the same idea of multicorp setup. So, in the end, there just wasn't enough of him to begin with for there to be anything wasted. Or maybe he was just a fraud, pretend groomed by the company as some sort of top dog / legendary boogeyman while actually being given easy missions disguised as some super elite special ops.

Why isn't every combat vehicle irl a remote controlled murderdrone? Isn't that the current meta of the meatspace universe? The real answer would be because playing the single player game while being chained to a pvp meta (which clearly didn't crystallize yet during the production phase of the video game) would be a miserable experience for everyone involved, both the players and the developers (we're not talking about super elite hidden arena for masochists on MoA's arena centric second disc). The canon answer would be similar, i.e. people (pilots in this case) building their ACs to suit their needs and personalities. Those are workhorse machines, not built with a singular ultra specialised purpose in mind like you would, let's say, an arena fighter, they by default would need to be various flavors of generalist builds, for their pilot to trust to be able to survive a widest possible spectrum of encounters that they'd find themselves in without the perfect meta knowldge of what the next mission will bring. At least that's how I like to play these games, although I like to think that every pilot having one and only chosen setup that they run with kind of proves my point.

He could have been given a stun needle and been actually useful unlike iguazu, snail and chatty. Possibly challenging 621 for who kills more drones and hits the worms shields with it.

As fun as it might sound, it would've detracted from the main centerpiece that was the Worm fight. Although on NG++, with SMALLMIND seemingly grooming you as the next step(ping stone) in human evolution and, let's say, pitting you against various extravagant challenges, it could work.

Mixcorp AC suits him way better than being a walking billboard for company products or having a super special prototype mech for super special pilot. If only his paintjob wasn't so ass... And game has actual roster of AC parts to combine into something distinct... He's just mixing Arquebussy and Balam "grunts" in his frame. Should've gone all in with minmaxed frankenmech.
Anyway, most AC enemies in the game are jobbers to some extent so I blame that. He could've made an impact with his only appearance being simply a good fight (that would suit his character perfectly) but the fight being a nothingburger sealed his fate as forgettable fraud.

Everyone dies. That's unavoidable, if you fight the protagonist. He showed up only in one mission, in one route, because they decided that's better treatment than showing up as a jobber in everywhere (like Snail).

He's not a strong enemy. They valued giving him a bunch of symbolic nods rather than pumping up his gameplay numbers too high. He makes a bunch of references to the series and players. Using assemblies that combine parts rather than brand loyalty, being free-spirited, interested in really just fights, those are obvious. But his AC was minmaxed like players too. We know about 75,000 weight threshold, and his build would clock in at almost exactly that, to avoid the speed reduction. It's why he used VE-20A rather than something like VP-20C, as that'd be too heavy. Though game balances over updates made its parts much lighter so this cool detail has been lost now. He uses Laser Drones, which Carla says few can use, showing high skill. He uses your starter gun. His mission success rate is 94%, which is what you'd get by clearing all missions in AC1 perfectly, but failing Guard Wharf Warehouse to get the hidden part (18/19=0.94). Everything was designed be a cool thing, a nod to the series, rather than to be a challenging boss. He's like Raven in that regard.

And I would say they succeeded. For his small appearance, he had a great reception.
