This is a set up for the reveal that Lysa is the one who murdered Jon Arryn, not the Lannisters. Catelyn at first gets the information that Robert was to be fostered by Tywin after Arryn's death, and Lysa escaped KL because she wanted to prevent it.
But then various characters mention that the plan was to actually send him to Dragonstone, to be fostered by Stannis, and that this plan was made BEFORE Arryn died. Catelyn is smart enough to realize something is wrong, but not enough to understand what exactly - That Lysa is the one who gained the most from Jon's death. She killed Arryn to prevent sending her son to Dragonstone, and then fled from the capital so he would not be send to Tywin... or anywhere else.
Gurm likes to plant such early "plot seeds" and then grow from them.

In A Storm of Swords, Dany tells Jorah that she taught her dragons "dracarys" as a command for them to breath fire, after the High Valyrian word. But then during HOTD, every Targaryen alive says dracarys as their dragon word. Surely this would've been knowledge Dany was taught by her brother, and not something she made up?

Robert's Rebellion was won in the field by Robert, the Tully alliance was only reformed because Jon Arryn married Lysa who was damaged goods (leading eventually to the end of the Arryn line and directly to Jon Arryn's death at her hands), Kingslanding was captured by Tywin (who needlessly killed thousands in the process) with Aerys being killed by Jaime Lannister and Robert killing Rhaegar and as far as "reintegrating" and Lannisters, Jon Arryn effectively handed over the realm to Tywin, taking on massive loans from House Lannister, Cersei keeping her name, Jaime remaining on the Kingsguard and even the Baratheon sigil being divided (all despite Tywin doing jack shit to win the war) and once Robert was seated on the Iron Throne, Jon Arryn didn't guide Robert into becoming a good king and instead, took over the running of the kingdom himself (which is what Jon Arryn always wanted) and didn't even notice Littlefinger enriching himself as he fucked Jon Arryn's wife (with Sweetrobin Arryn most likely being Littlefinger's son).
tl;dr Jon Arryn was a fuckup.

The reason Robert and Jon Arryn didn't care about the debt was because they had a more advanced understanding of economics than Ned and were actually using debt to reinvest into the realm. Income had massively increased, despite the debt, under Robert. The Neanderthals who read the books don't understand leveraging debt. A little bit of embezzlement wouldn't come close to creating those kind of deficits. It was done on purpose. That's why the Realm was so prosperous under Robert and why the Iron Bank were happy to keep lending to him.

And in S3 he also again tells Tyrion that he’s financially illiterate. This is someone you absolutely do not want as a lord of anything, let alone master of coin. All it does is make Tyrion look like a an even bigger retard because despite knowing that bronn is a financially illiterate sellsword that lacks morals, he still decides to put him in charge of an entire kingdom as well as the crowns finances. It was mostly definitely just another instance of DnD retardation.

Listening to the books on audio for the first time, and the show lannisters are far more sympathetic then their books counter parts. Book lannisters are pieces of shit and i found myself rooting for stannis or robb to kill them, never felt that way really in the show , even though I know how the story goes
