They're probably going to keep making GW2 on the yearly expac model and then make GW3 different enough that the games aren't really competing with each other. Most of the breadcrumbs are pointing that way - constant use of the word "sustainable" whenever they talk about the current model, talking about how they wanted to get logging tools working in GW Reforged so they could figure out where new players were quitting the game (which isn't really important for a 20+ year old game with a good reputation but IS important if it's relevant for a new game in development), plus it can't have escaped their notice that there's zero proven demand for a new (traditional) MMORPG in the mid-2020s.

Two revenue streams is better than one, and the fact that they've been releasing GW2 expansions while working on GW3 proves they've got the capacity to support both.

I don't know why more studios don't go for a more sandbox approach, like they all still want to copy wow despite it being a zombie supported by the blood of its whales

BDO had some promising sandbox system designs but it being a Korean mmo everything was gutted to be extremely grindy, p2w and just generally disgustingly money grubbing. They had some really neat ideas though, and a well designed sandbox that has high dynamism in it's meta gameplay can keep the player base engaged very well without having to constantly pump out low effort linear story shit.
