I think the more likely third reason is just incompetence, mainly on the part of whichever project manager did the scheduling and work assignments. The entire patch is full of obvious shit where things got overlooked, like nobody even bothered to see what happens when you try to join a Convergence, and they put in the marketing materials that all Quickplay strikes are available even without owning the expansions but then they didn't bother to test whether that actually works, etc.

It's not a lie, those same looking skins are in fact three different models/textures due to incompatibility between light/heavy and medium armor. It's obvious when you compare the pants of armor with butt capes like Extremis, it's attached to the chest piece on medium, but pants on light/heavy. Armor sets that don't have that difference either don't have butt capes or overwrite other slots.
If you've played at launch you'd also know that mixing doesn't work, you were able to preview different weights together and it'd completely break your character model.
