They had to make actual evolutions count, not just taking a third form and adding more details to it. Sometimes you would get some interesting twists that tied into a Pokemon's typing or animal/concept like the Sableye becoming a burrowing monster based on the fact that you find it in caves to answer>>58863630's question.
