That's likely an adult trainer's alt given the free untied neck but I will still give pic rel a chance. It's not Diantha because she isn't as flat as Cynthia else she could also afford a dandy alike manly style.
I could also point at Milotic but Oleana has tits and Nessa is dark, Misty is tomboyish but can she pull this look?
If so about time she gets a seasonal, she also appeared in the last Rika's event with Geeta if I recall correctly.
Those colors could match Milotic like many other mons but I think the partner mon key stays in those darker patterns in the blazer that seem geometrical like Milotic scales patterns and the space between its scales unless they refer to some ground or rock type plates of whatever mon.
